"We share the view of the Election Observation Missions’ preliminary statements that the pre-election environment and election day fell short of regional and international standards. Issues included limited transparency from the electoral commission, the lack of level playing field, the passing of repressive legislation, long delays in the opening of some polling stations, and reports of intimidation of voters. The UK takes note of the announcement by the Chair of the Zimbabwe Electoral Commission of results on 26 August. However, we are concerned by a lack of transparency in the tallying of results, as well as the arrests of domestic observers."

Hi Claude, I wonder if you are able to verify any of the following details obtained as a testimony from Victor Simon (a member of ZHRO) it is in regards on the torture of his parents by Zanu PF youths in June 2008. In their house at 5319 Epworth overspill, Harare. In respect of Mr Patric Simon (father) being a local chairman of MDC at that time. On the 27th June 2008 all 6 of the Simon family fled to South Africa - illegally entering SA across the Limpopo River. Mr Patric Simon died on 29th Oct 2008 and his wife on 24th March 2009 - both from their injuries during their torture. Can any of this be substantiated during the period in question - but give the mass intimidation campaigns by the regime AND the mass exodus from Zimbabwe during the 2008 elections?
I'll search for information about the 2008 Zimbabwe elections and the documented cases of political violence during that period to help verify the context of these claims. {Image: taken from ZHRO Flickr Pro Account of the Leeds Walk for Freedom 12th July 2025 taken by John Burke, Founder of ZHRO}

On the 5th March 2025 activists from the diaspora will be presenting a hard hitting petition regarding the need for RADICAL and WHOLESALE Electoral reform and the Obliteration of the utterly corrupted ZEC {Zimbabwe Electoral Commission}. See Petition details as they are developing HERE at this LINK.
"With the ruling ZANU PF party embroiled in internal factional battles, the political scene in Zimbabwe is approaching interesting times. Unfortunately, the opposition is focused on the fallout within ZANU PF while the most urgent issue—electoral reform—is being side-lined. Without fundamental changes to the electoral system, the next election is likely to be another manipulated process that keeps ZANU PF in power against the will of the people, whether it’s Mnangagwa or Chiwenga at the helm."
"The 2023 elections once again exposed how the Zimbabwe Electoral Commission (ZEC) operate as an extension of ZANU PF rather than an independent election body. The opposition lost largely because of a compromised voters’ roll, which was never properly audited, making it easy for ghost voters and irregular registrations to benefit the ruling party. Gerrymandering also played a role, with constituency boundaries altered to favour ZANU PF."
An extract from Charles Kanyimo 20th Feb 2025 Article {The full article will be published at 14:30 on 20th February 2025 just after a group of activists have presented a Petition to the UK PM Concerning the NoED2030 diaspora demonstration.}
The discussion around electoral reform in Zimbabwe is pivotal for several reasons, including the consolidation of democracy, gaining global recognition, and potentially re-securing membership in the Commonwealth. Here's an overview based on recent events, reports, and opinions:
Current State of Electoral System and Reforms:
- 2023 Elections: The elections in August 2023 were widely criticized for not meeting regional and international standards. Reports from various observer groups, including the Commonwealth Observer Group (COG), the European Union, and the Southern African Development Community (SADC), highlighted issues like voter intimidation, lack of transparency in vote counting, and the independence of the Zimbabwe Electoral Commission (ZEC).
- ZEC's Role: There is significant concern regarding the independence of the ZEC. Observations have indicated that the commission has not fully managed to conduct elections in a manner that instils public trust or meets constitutional and legal standards.
- Legal Framework: Despite some legal amendments, such as those to the Electoral Act and the introduction of the Maintenance of Peace and Order Act, the legislative environment remains contentious. Key concerns include the enactment of repressive laws like the "Patriotic Bill," which could stifle freedom of expression and association.

GARIKAI MAFIRAKUREVA, SOUTH AFRICA – The Southern Africa Human Rights Lawyers (SAHRL) has claimed that there are 296,519 Zimbabweans who illegally voted in the Mozambican national elections held last month and therefore called for a rerun of the plebiscite.
Other reports on this subject - 12th November 2024 {CLICK HERE}
The figure which forms a significant percentage of the total number of voters in the election is contained in the organisation’s executive report released this week, titled Zimbabwe’s Interference With the 2024 Mozambique Harmonised Elections. A significant number of votes were cast in the Mozambique elections. The country has a population of over 34 million people.
It says that the voters were mobilised by President Mnangagwa and Zanu PF to give an upper hand to the ruling Frelimo which faced tough competition from the opposition PODEMOS Party. This was one form of rigging elections in Mozambique and there were several other strategies by Frelimo including depriving ballot papers in areas where the opposition had an upper hand, stuffing ballots in certain areas and barring observers from carrying out their duties. The report which was confirmed by Southern Africa Human Rights Lawyers High Commissioner, Professor Talent Rusere accused Zanu PF of carefully co-ordinating a process of rigging the Mozambique elections and named at least nine senior party officials including Cabinet Ministers tasked to run the process in each province.
Comment: ""Considering that Mnangagwa is the {nominal} Chair of the regional SADC - this interference has directly attributed to the riots in Mozambique and the deaths of those suffering from this Election Manipulation. The Coruption of the SADC region under Mnangagwa has not gone unoticed by the International Community - perhaps that is why he and 281 acolytes are at the COP29 in Azerbaijan {see link}""
SAHRL carried out investigations and allegedly established that there were - as table below
Mozambican Province | Zanu PF Vote Rigging Numbers |
Duma in Bikita | 53,122 |
Murehwa | 36,872 |
Maud Muzenda Training Center in Masvingo | 41,213 |
Mutare/Rusape | 76,519 |
Harare | 69,019 |
Chegutu | 19,774 |
TOTALS | 296,519 |
Asked for comment, Zanu PF spokesperson, Chris Mutsvangwa said all the people who voted in Zimbabwe were Mozambicans {!!} who acquired dual citizenship at independence and were being given an opportunity to exercise their political rights. He accused The Mirror of building mountains out of molehills.
However, an investigation by The Mirror showed that people who voted were non-Mozambicans and this included a number of undercover Zimbabwean journalists. Mutsvangwa said the Zanu PF Ministers and Parliamentarians mentioned as co-ordinators of the voting process are all dual citizens of Zimbabwe and Mozambique.
Zanu PF secretary for National Administration Dr Obert Mpofu said that the accusations that President Mnangagwa was interfering in the elections of countries in the region was a ploy meant to tarnish his name and that of Zanu PF.{!! See previous comentary about destabilising the region under SADC}
He denied that his party interfered with elections of other countries although there have been complaints from Botswana, South Africa and Namibia.
In Botswana, senior Zanu PF official, Patrick Chinamasa openly declared at a rally in Botswana that his party supported the then ruling Botswana Democratic Party (BDP) that went on to lose the elections.

Section 35(1) of the Constitution provides that persons are Zimbabwean citizens by birth, descent or registration. By Section 35(2), all Zimbabwean citizens are equally entitled to the rights, privileges and benefits of citizenship. By Section 67, every Zimbabwean citizen has the right to make political choices freely; by Section 67(3), every Zimbabwean citizen over the age of 18 years has the right to vote in all elections and to stand for election for public office and, if elected, to hold that office. By Section 86(2), those fundamental rights conferred by Section 67 may be limited only in terms of a law of general application and to the extent that the limitation is fair, reasonable, necessary and justifiable in a democratic society, and by a consideration of whether there are less restrictive means of achieving the purposes of that limitation.
By Section 155 of the Constitution, elections must be held regularly; be peaceful, free and fair; be conducted by secret ballot; be based on universal adult suffrage and equality of votes; and be free from violence and other electoral malpractices. By Section 155(2), the state must take all appropriate measures, including legislative measures, to ensure that effect is given to the principles set out in Subsection 1 and in particular must ‘ensure that all eligible citizens, that is to say the citizens qualified under the Fourth Schedule, are registered as voters’ and to ‘that every citizen who is eligible to vote in an election has an opportunity to cast a vote’.
Sections 92(4) and 125 of the Constitution provide that the qualifications for registration as a voter for the office of President or for the National Assembly (as the case may be) are those set out in the Fourth Schedule. The Fourth Schedule provides that, subject to disqualifications that may be prescribed by the Electoral Act, a person is qualified to be registered as a voter on the voters’ roll of a constituency if he or she is of or over the age of 18 years and is a Zimbabwean citizen. It further provides that the Electoral Act may prescribe additional residential requirements ‘to ensure that voters are registered on the most appropriate voters’ roll’ but that any such requirements must be consistent with the Constitution, particularly Section 67. By Clause 2 of the Fourth Schedule, certain categories of persons are disqualified to be registered as voters, being the mentally disordered or intellectually handicapped, persons incapable of managing their affairs as declared by an order of a Court or persons convicted of an offence under the Electoral Act and declared by the High Court to be disqualified for registration as a voter.

22 November 2021 Article as taken from a ZHRO, MyRight2Vote and ROHR Petition (2nd December 2021 petition to Boris Johnson)
We now see the governments true intentions, about elections in Zimbabwe. The memorandum of the 17th November 2021 within the Zimbabwe Election Commission, ZEC, regarding the matter of voter registration titled ;-
Subject; POSTPONEMENT OF THE DECEMBER 2021 MOBILE BIOMETRIC VOTER REGISTRATION (BVR EXERCISE) BLITZ.
This is the “smoking gun “, we have been looking for and now we have found it. This means that the 2023 elections will be contested without doubt and so we are now preparing for that. We have caught ZEC red handed rigging and fixing the 2023 elections.
Elections are fixed and rigged well, well before the election date. They are fixed and rigged by the systems that are adopted by the government of the day. It is like a football match. The government of the day is like a player of one of those teams.
But then he is also the referee for that coming football match. That referee then goes a step further and says that the opposing team is not allowed a goalkeeper, a centre forward, a centre half and a left back. But the referee's teams have a full complement of players. It is clear that the referee’s team will win the match, well before it has started. This is what the government and ZEC are doing here.
Voter Registration Problems - ZEC
We already know that there are millions and millions of people not registered on the voters-role in Zimbabwe, because they do not have Identity papers and/or birth certificates. Roughly 400 000 who are the descendants of the labour force that came from Malawi and Zambia between 1955 -1985. We then have the victims and survivors of the Ndebele genocide that run into the high hundreds of thousands who also could not get identity documents because the state refused to give their dead relatives death certificates, that were stamped, cause of death “ Genocide by government of the day“.

TO THE NEWLY ELECTED GOVERNMENT, fao Sir Keir Starmer; PRIME MINISTER OF THE UK
THE ONGOING CONSTITUTIONAL INJUSTICE, INCACERATION OF THE OPPOSITION MEMBERS ALIGNED TO ADVOCATE NELSON CHAMISA, AND ABUSE OF HUMAN RIGHTS.
We, as the Zimbabwean diaspora, have written several petitions to the UK government {including the FCDO} and carried out various protests in the UK against the Zanu-PF regime in Zimbabwe. Which we feel have illegally and unconstitutionally declared itself as the elected government of Zimbabwe. With ED Mnangagwa as their {illegal} President!
Emmerson Mnangagwa, the current President of Zimbabwe, has been accused of using various tactics to maintain power and suppress opposition, including:
- Coercion and intimidation: Using security forces to silence political opponents and critics.
- Propaganda and disinformation: Controlling state media to spread false information and propaganda.
- Repression of dissent: Cracking down on protests and demonstrations, often with violence.
- Patronage and clientelism: Rewarding loyalists with government positions and resources.
- Electoral manipulation: Allegedly rigging elections to maintain power.
- Divisive politics: Using ethnic and regional divisions to consolidate power.
- Corruption and cronyism: Accused of enriching himself and allies through corrupt means.
- Surveillance and infiltration: Infiltrating opposition parties and civil society organizations.
- Lawfare: Using the legal system to silence opponents and critics.
- Charm offensive: Presenting himself as a reformer and democrat to international audiences.
These tactics have been criticized by opposition parties, civil society, and international observers, who accuse Mnangagwa of undermining democracy and human rights in Zimbabwe.
Indeed, the failure to respect the voting intentions of the Zimbabwean people, in the {highly disputed} elections carried out over 23-24th August 2023 – but the Zimbabwe Electoral Commission {ZEC} have never declared the voting numbers to this date, they simply claimed that Mnangagwa had “won” with 54% of the total vote.
